Clay,
This isnt really a bug. But in the game logs of starting pitchers. Pitchers are throwing too many strikes and not enough pitches. Brad Radke has great control, however he is throwing 71% strikes and averaging 72 pitches a start. Johan Santana, a workhorse pitcher, is throwing 72% strikes(101 pitch average for him seems pretty good). . In real life MLB, great control pitchers throw between 60-64%. Guys like Matt Clement(poor control) on the game are throwing over 60% strikes. IRL they should range from 53% to 57%. Its probably not an urgent deal but if it could be looked at in the future it would be great.
