Does this change Ratings on the game if it's like -100%?

Not exactly.


4) "Hall Of Fame Careers" added to League Editor. This increases or decreases the portion of great players that STAY great. If set to -100% percent, great players will vary randomly and will rarely stay great for long. If set to +100%, then a player that reaches his peak will tend to stay at that high talent level until the end of his peak.
