I don't think the use of WP against military targets is actually banned, but it seems impossible to use WP in a precision manner against terrorists who live among civilians. I certainly hope Israel isn't using WP unless they are absolutely sure there are no civilians around.

I know the US was accused of using "Willy Pete" in Fallujah and caught a lot of flack for it (and presumably most civilians were out of the area where it was used if indeed it was used).
