The higher the %, the more likely the player to reach his full potential, or is it the other way around?

The higher the percentage, the more predictable the draft is. At 100%, every player with a 95 peak, will alwasy reach that 95 peak. Every player with a 75 peak will never surpass 75.

Question: how do the negative percentages impact the draft?

They don't impact the draft, persay. However, negative values make it more unpredictable. More variation in how a 51/90 players devleops, or how a 65/70 player develops. You'll see more 6th round picks turn to stars, and less 1st round picks be good.
