City Population and Market Size Question

Quick question, does the city population and Market Size grow as the game goes on? Is it possible through many winning seasons to grow a small market team into a mid level market or likewise through poor performance knock a team down a level? How about in an equalized league, does it stay equalized or grow and shrink due to performance? Just call me curious!
