Trade Bug

In the FDL, everytime I try to trade, either with a human or computer, it says "That trade can't be completed, please try again." It is during the free agent period right now.

Could it be that one of the teams does not have an open roster spot to allow the trade? That message is supposed to mean that that one of the teams' rosters are full and they can't take another player.
