Having trouble with adding new cities...

I'm using HoustonGM's rosters, and I used the city editor to add my hometown. But now it'll show up as either 'Lawrenceburg, IN,' or just 'Lawrenceburg,'. However, I tried adding them to the NewGameCities csv, and it works when I use a regular year to start a game but not with HoustonGM's mog file. Help?

unfortunatly, I believe, it only draws the cites once when the game starts and houstons game has already started.
