What is the meaning of the "Can't complete that trade, try again" message which appears when dealing with the computer manager during trade talks?

It means that the other team does not have room on their roster for the players you are trying to trade them or they will be left with under the minimum amount of position players or pitchers, so the trade cannot be completed.

By the way -

You can also get this message if one of the two teams is in debt, and the trade will result in that team having a higher payroll.

You are not allowed to increase payroll if your team is in debt.
