The .dat in there shouldn't hurt anything. Windows ignores any dots except the last one.

"Universe.dats.the.way.i.likes.it.mog" will work just fine.

Since you can only have one game open at a time... I'd say no. The game you have going has to be closed, and that file saved, before this one would be opened.

Actually, you can open two instances of Baseball Mogul at once. They work correctly on their own (at least, they always have for me).
