Instead of Adding a Waiver Wire

One thought that might keep teams from hoarding players on their minor league team... instead of adding a waiver wire, how about reducing the number of players we can keep in the minors. Currently, we could fill two or three AAA rosters in MLB with the number of players spots we have... not realistic unless a team had a lot of injuries.

I think that this would also help the load on the database as older players would more likely not be held on a forty man roster and as such would retire sooner...
