Just a thought...

For those situations where a team has no cash and is spending above their limit, could an effective expense idea be implemented. In other words, Team A has 0 cash, 200 in revenue, 190 in Payroll, and 100 divied up into Farm, Scouting, and Medical(FS&M), despite the planned FS&M budget, could the effective amount(10 - Revenue less Payroll) be used instead. Ithink this would create a higher incentive to stay within budget.

To enhance this, the FS&M also has a floor, this is to protect the owner from completely ruining the team. Perhaps a 10 floor for each, this way at least something is being spent.

I agree with the floor completely. No team spends NO money on scouting. I think 10 is a reasonable floor.

It might also help if there were some clue given as to whether money spent on those 3 items is doing any good/harm...

I know I toss money onto them, but really don't see any difference between 0 and 50... My scouts are still idiots, my rookies are still crappy (mostly), and my players still get 300-day injuries... :)

Something like:

New Rookie: Jim Lip
Power (before farm system training): B
Power (after farm system training): B+

Scouting Expenses = 25 (scouts have 75% accuracy at this cost level)

Tim Tip has a 300 day injury, but thanks to your medical team (expenses = 30), it has been reduced to a 250 day injury
