The Bench

In a non-DH league, does the order of players on the bench matter, or does the A.I. select the best available player from the bench for a particular situation.

For example, the first pinch hit opportunity arises in a game. Does the A.I. select the bench player in slot number one, or the A.I. select the best available hitter to be the pinch hitter?
