My farm system rating is stuck at "B" even though I've spent the most on it 4 years in a row. My medical and scouting ratings have been at A+ since free agency after the 2nd year.

What's up with this? Is it because I have so many minor league players?

The Farm System rating is apparently dependent on the ratings of the players who are currently in your minor league system, somehow. None of us are really absolutely clear on exactly what makes up that rating, but it's decidedly not useful the way it is. However, if you are spending money on your farm, it does seem to work. I've experimented with fully funding farm vs. having an unfunded farm system and the difference in the same group of minor leaguer's was pretty striking in most cases. So, for now just know that the Farm system spending does work to improve your players, but the rating is not accurate.
