Ever since the upgrade to 10.28A, I almost NEVER see young draftees rated over 93 peak. My scouting +/- is set at 1...
Is this an intentional upgrade to make it harder to draft great players?
Before I upgraded to 10.28A, draftees could be rated as high as 95 or 96 with the +/- set at 1.
It seems odd to me that the BEST draft player now is only rated at 93... an "A-" player. It seems that finding an "A" player in the draft is now nearly impossible.
I'm not posting this as a bug, because I think it was an intentional upgrade. However, I personally am not a fan of limiting peak to such a low number. I'd actually LIKE to see rare cases of draftees rated at 100 peak (perhaps one every 25 years--for the rare 5 tool player that excels in all areas), and semi-rare players rated OVER 95 (perhaps 1 every 2 years), for a four-tool player rated high in 4 areas.

Yup, it's intentional. It's still not completely fixed, so feedback is good. The primary problem was that way too many draftees were good enough to go straight to the majors before. It's still slightly a problem, but it's getting better.
Two changes were made that actually affect this. First, the amateur draft classes were turned down, overall. There were simply too many future superstars entering the league before (so, after 10 years of play, leagues would end up with teams full of 90+ players).
Second, Clay added a system where (historic) players prior and after their actual careers would have their ratings limited some. ...the jhury is still out on that, in my mind. But, we'll see.

IRT amateur draft talent specifically, there is a setting for it in League Editor. The default is +0%. With that setting you can up to double the number of 90+ players that are entering the league every year by turning it up to +100%. I wouldn't really recommend going that high, but it's up to you. Feel free to experiment and find the setting that seems to suit your taste the best.

I will definitely crank up the draft talent slider. It was set to +60% before I wrote this thread, but I'll try it at +100%.
While I take it that this will increase the total number of 90+ players, will it actually increase players rated above 93?

Yes, somewhat. You might also want to increase the settings for Hall Of Fame Careers and particularly Draft Predictability as well, while your at it. HOF careers allows a player at his peak to maintain his peak until peak end. Draft predictability sets the rate that draftees actually reach their draft day peak ratings.
