I am in Fast Sim 10 and 11 and in both leagues there are about 6-10 owners who are doing nothing. You can tell by the fact their payroll is 30-40. IN both these leagues I put up a message saying GM check. I know this is beta testing but they arent doing anynthing productive for the league and I am aware that these leagues will not be free in about 2 weeks time but nothing has been announced for sure.
