Do offseason expenses matter?

I decided to put each expense at 1,000 until I need to lower it to sign free agents, because increasing my expenses by 3,000 total doesn't upset my budget. Will I see an increase in rookies, scouting, and medical or doesn't offseason expenses matter?

Will I get a surprise when the next season starts? Meaning even if I put all my expenses back to 0 will be paying up for the offseason?

I think I know the answer, but I could be wrong. I'm guessing it doesn't matter. Hmm, maybe to playoff teams it does?
