I took over the Devil Rays in an attempt to ressurect the team, and after a few seasons, decided to move them to Las Vegas and put them in the AL West. My move kept an even number of teams in the AL (14), but in the first season, Texas played no games, and this year, LAA has no games on their schedule.

what gives?

Um . . . When did you make the move? Was it midseason?

The game does have trouble creating schedules for any leagues that aren't of the current real life division alignment - 5-5-4 in the AL and 5-6-5 in the NL. I don't play historically, but I know there's been many complaints about historical schedules, and I'm pretty sure that that's the main problem - that the game doesn't handle non-current division alignments well...

so if I moved CLE to the East and TEX to the Central it would fix it? Worth a try I guess

yep, that seemed to fix it
