There's not that many leagues, but do all the leagues start with the original team rosters or is there a fantasy draft before each season?

The rules are up to the commissioners of the private leagues. Some allow for dropping player or naming franchise players. In the past there have been drafts or randomized rosters, but by default all new leagues now begin with the 2002 rosters.

For the public leagues, the leagues start with the 2002 rosters.
