How about a salary cap option, where the user can enter the amount of the cap, with some sort of "inflation" option where the cap increases over time? That is what I would like to see in the next version of Baseball Mogul.

I have no real idea, but I'm guessing that having this option would involve reworking the AI for signings. I think the AI needs reworking anyway, but adding another layer of complexity onto the AI is too much, to me.
If you're looking for an option to create competitive balance, you could try equalizing cities.

As Redsauce said, it requires the AI to adapt to it, and since there is no salary cap in real baseball, I don't like the idea of having an option that would require extra time and effort to change the AI.

Similar problem. Look around. Other people have tried manually imposing a luxury tax. As it stands today, the AI doesn't really react to it. You can give the small market clubs all the money you want, it's not going to make those AIs get more FAs.
The AI would need to be changed. It would need to not only recognize how much cash it has on hand, but how much it can afford to fall behind (expenses exceed revenue) before it has to worry about bankruptcy. The AI today can't do that.
