11.04 "City, State" included in new games [Fixed 11.05]

Every new game includes "City, State" in the list of cities available in the game.
It doesn't matter that it's not included in the NewGameCities.csv file in the input folder.
A minor bug really.

You can start a new team and call them the City State Countries. Might be hard to get those attendance numbers up though.

haha. The City State Countries would also be located at 0 degrees latitude and 0 degrees longitude, smack dab in the middle of the Atlantic Ocean. Why wouldn't people show up? It's an island paradise!

and with that 0 income per capita, I would not want to be in charge of that teams marketing dept!! :D
