For amateur draft players, the ratings you see are incredibly insane. For example, viewing the draft in Commish mode, the highest peak rating is 96, with about 20 players with a peak of 90. The higherst overall rating is 70, and there's only one player that high.
With +/- 7, there's like 10 guys with a 100 peak rating. Almost 3/4th's of the players in the draftee pool have 90+ peak ratings. About 10 guys have a current overall of over 80.
With +/- 1, it's better looking that the huge high ratings, but is still far from that +/- 1. For example, the highest overall is 64.
Check the screenshots. The first one is +/- 1, the second is +/- 7, and the final one is Commissioner mode.
