This is a small bug. First, start a new game and do a Fictional game. Then, start another new game and choose something like Classic. The Advanced Options aren't reset to not be fictional.
Closing and re-opening Mogul resets all the options, but it currently makes it so that you have to make sure to reset the options if you want to start a new historical game in the same session as you started a fictional game.
