Online Medical Expense Budget

Does Medical Expense Budget reflect the likelihood your team will be injured. I expect there is more to it than that. Can someone such as TA or any of the mogulers out there give me some input?

From the help file:
The strength of your Medical Staff determines how frequently your players get injured.Basically, it has to do with how frequently your players get injured, how long they are injured for, and if there is any permanent damage, I believe.
