So I did a fantasy draft, Boston Red Sox, and began in 2007. I am now in 2013 and i've seen my payroll budget go down from about $118 Million to $73 Million.

From the free agent period in 2012, just to Opening Day 2013 it dropped from $97M to $76M

Can anybody help me out with this?!

Yeah, its just a guieline based on projected profit (maybe projected revenue or something else). It doesn't take into account cash. So if you have a lot of cash, or atleast enough to make up the difference, don't worry about it and spend over it.

My payroll budget with the arizons diamondbacks typically starts off in the low 90s but by the end of the year it's usually above 110. It's just a projection, but as you change your ticket prices and other expenses throughout the year, it'll go up. Especially as the Red Sox with such a small stadium, once you start selling out games you can increase the ticket price a quarter or so at a time to increase your projected payroll, along with of course your revenue.
