Turn on Commissioner Mode. Go to any player, preferably one of the same position that you want to create. Click Edit Player on his scouting report. Then click Copy Player, and this creates a duplicate of that player with a new name. Edit everything else to make the new player.

yes you can add players. Either copy the player you want to add or add him into the database.
