In my game, my Mets pay the 3rd most in scouting, but players are still rated +- 8!

You have to log time as the third best scouting before it will show up. The ratings gradually change as time goes on... if it wasn't like this, you could easily just jack up your scouting spending for one day to have near-perfect scouting and check out all your players, then you could even set it back to zero and play, having an unfairly accurate idea of the ratings while spending nothing on scouting.

That said, I've noticed a few errors in scouting now and then. I was once ranked 28th in scouting for several seasons, but never lost my +/- 1 scouting rating...

You need to build up expense spending. There's an algorithm which adjusts your spending to a ratio. Each day that there is a game played, 1/162nd of the amount that you are spending on scouting is deducted from your team's cash. As time passes, the amount that you are spending relative to all other teams changes your ranking. The amount that you are spending today is therefore only marginally relevant, since it is put into the pool of your past spending. The pool of your past spending (with "today's" added in) is what determines your scouting error.

So, the short answer is, keep your spending constant (relative to other teams) and your scouting will slowly improve. Keep in mind that it is easier for it to drop then it is for it to increase, so it's more important to consistently spend what you are able to spend rahter then spending a whole bunch and then very little.

This happens because you end up building up "points" relative to other teams. You are loosing points by not spending, but you have a large enough margin so that it doesnt' really make any difference. The problem there is that, when your "points" drop far enough, your scouting rating will quickly crash as the teams who were below you surpass your points. Then, you begin to react by spending more, but it's too late, since your old "points" are continuing to fall away faster then is possible for you to replenish them.
