I had a unique situation where I was over the cap by $810,000 and was at 53 players. So I couldn't waive a high priced backup (because I would go below 53 players). And I couldn't sign a cheap $209,000 free agent because I was over the cap.
When I tried to trade with another team I noticed not only that their team salary was higher than mine, (so they were also way above the cap), but they had 66 players on the roster.
Shouldn't the AI for that team have it cut players to get below the cap?
