"Computer offers trades" not there

The Help file refers to a "Computer offers trades" item under the Tools Menu Options. It doesn't appear in the game. What's up with this?

This feature existed in FM07, but caused the game to crash. It does not exist in FM09; so the bug report is that the help file needs updating.
