Do owners see the same ratings and scoutings reports for the same player? My gut feeling is no.

Which means an owner could be trying to trade you a players that states he is an allstar and has good ratings for him/her yet when you look at the player he is a slug.

Do I understand this correctly?

If so, I guess stats are the primary importance.

You are correct. Everyone sees the scouting reports differently, based on how much they invest in the scouting expense. If your scouting rank is high, the scouting reports you see will be relatively accurate, and will not flucuate too much. However, if your scouting rank is low, the scouting reports you see will not be very accurate, and will change frequently.

Your true scouting rank is based on your average scouting rank over the last 162 regular season games.
