My first try saw Roger Staubach, Fran Tarkenton and many others as free agents so I set the salaries to -100% so teams can retain talent. But then some salaries became 200M for certain players and I have to recalculate salaries every season. Attendence for the league is around 0.
I am working around it, but nobody should have to!

Upgrade to 8.04 if you haven't.
The problem is that the game's financial system is having trouble with no salary cap. This was fixed in 8.04.
Alternatively, you can impose a proportional salary cap ((1970 Inflation modifier/1000)*128 million) and that will also fix the problem.
I never upgraded to 8.04, but I use the 'salary cap' for historical years and now the game runs smoothly.
