Is the accuracy of my scouting grades based solely on the amount spent per year, or is it based on the ranking of my scouting budget? I take small market teams and rely on scouting to improve, but I can't afford to spend 100 points per season just to be #1 in scouting. Can I spend 50 to 75 points in scouting and be at #5 or so and still get accurate reports?

If youo spend about 40 points after a little bit of time (non fast sim leagues take about 1 week) it will be very very accurate.

Anythign less I have noticed does not offer accurate ratings.

The performance of your scouts, doctors, and farm club are determined by your rank, not the amount of money / points you spend.

If you are the 1st place team in scouting, it doesn't matter whether you spend 100 points or 999. You still have the best scouts working for your team, and throwing more money at them won't make them any smarter. (Just richer!) Likewise if you are in 15th place while you spend 30 points, it's always worth your time to see if you can spend less money and remain in 15th place.

The same goes for your medical and farm club.
