Tie in the standings

So far, I've seen two ties in my time playing mogul online (not by me, but other teams), and everytime the tie seems to go to city who's name comes first in the alphabet. No one game playoff is played. What's up with that?

Nevermind, the tie breaker seems to be played just before the first round of the playoffs.
