why doesnt free agent signings apear in the headlines?
does the green status bar indicate that a player has been signed?

I don't think free agent signings appear in the headlines because they occur so often, and it wouldn't be very entertaining to sort through 100 free agent signing headlines every offseason.

The green bar indicates that the player will sign for the current bid. So, once the next simulation occurs, the player will go to the the team that has the highest bid on him.
