Can somone give me some guidance on the different Broadcasting options and their effects. The only suggetion I've seen repeated is, "Pay Per View and hike the ticket prices."

But there must be times when normal broadcast is better than PPV, and there also must be times when the Local Blackout is best to increase revenue. Otherwise, why have them?

I've struggled with this too. In my experience it seems that whatever team I have, it always makes more sense (i.e. I get a higher budget/expected revenue) by having pay per view and not normal broadcast. I've also played around with this a little bit and it doesn't appear that the type of broadcast you use affects your ticket pricing/attendance. This seems odd to me though as I would expect that if you only showed games on pay per view, attendance at games would increase (assuming the relationship between the price of the pay per view and the price of tickets made sense).

Over time, if your fans can't see the games on TV, they lose interest in the team.

Pay Per View brings in more money, but it can erode your fan base.

What James said...

And, it's worth noting that in Baseball Mogul 2000 it was almost always best to use Pay TV. But I fixed the engine since then (in both Baseball Mogul 2002 and Baseball Mogul Online) so that each choice now has it's own benefit.

What are the long-term and short-term advantages of each broadcast policy? Almost no one selects Local Blackout. When is that advantageous? Maybe, blackout a crucial series for 1 5-day sim then switch back to Normal. How badly does that affect long-term fan loyalty?

That is something that has not really been explored.

However, if you notice, when you change your broadcast options, the "Budget and Limit" items change. I assume that this represents a new forcast based on your new broadcast. I also assume that it is an honest forcast, so even though the numbers may not be exact, if one if greater than the other, it should be better.
