Salary Cap
The RAMS have a huge problem with salary cap. They start out at $20 million or so over the cap. If they cut players they are soon below the 53 man minimum.
Big Problem
Once you hit the minimum and you are still over the cap two things happen:
* You cannot sign anyone
* You cannot cut anyone
At the end of the season you also cannot resign anyone. This leaves you with approximately 40 players and are STILL over the cap. When the college draft comes you cannot draft anyone, cannot release anyone, cannot sign anyone. You cannot sell your draft position, cannot skip the draft....
