One thought that might help the small market and in debt teams.
If a player is injured for more then 10 days, then his salary should not charged to the team's expenses for the duration of his injury. This would be the equivalent of the insurance that most MLB teams take out to cover a player's salary in case of long-term injuries. This would have little effect on the large market teams, who can afford a robust medical staff, but should help the small market teams quite a bit who are more limited and more susceptible to injuries.
This would also reduce the double penalty incurred by teams in debt. That being, since they can't spend money on their medical staff, their players get injured more often, and as such they can't improve and so on and so on.
