In Beta League 100 Hourly, the Colorado Rockies have a payroll of 800+, but their limit is only about 595. And they are still able to sign players! They just signed Jeff Weaver for about 61 points, and they put HUGE bids on other free agents (over 100 points each for Alfonzo and Garciaparra). Shouldn't their bids be cancelled out now? And how were they able to sign Weaver? The rules seems to state that a team with a payroll greater than its limit cannot sign a free agent- period.
In case it helps, Colorado has 184 points in cash and it is still November in the calendar year. Also, if Colorado zeroed out all of its expenses, it could raise its limit to about 725.
It seems they have, for all purposes, blocked everyone else out of the free agent process with their huge bids which they cannot afford to pay.
