There should be a limit on how much you can raise a certain expense at one time, like 10 points a season. It takes time to build facilities, hire better scouts, make connections with excellent doctors, etc... This would also make GM's think twice about lowering their expenses.

There should also be a better limiter put in place for saving cash. I can't imagine a team saying lets save a bunch of cash so we can make a run at the pennant for a single season. The excess profit would paid out to the owners. Maybe lower the total cash limit to 150 points.

Just some ideas to improve the game.

But if we start to not let the managers to spend this or spend that, this game will become very uncontrollable by the managers and it takes off the realism of the game. Did you ever heard the commisioner of the MLB tell the teams to not spend too much? People starting to blame at high payroll, but i notice most of them can handle it and still earning money with a payroll of 800 since they have a perfect fan base.

BBM I don't think you understand my post. I'm not saying that anyone is controlling the general managers of the league. I'm saying it is physically impossible to have the worst farm system in the league, then skyrocket to the best farm system in the league in a matter of minutes.

Let's take the Dodgers as an example. They have a good farm system because they have invested alot of money around the world in developing players. They also invest alot of money in scouting. Now lets say when they sign some superstar to a huge contract they decide to cut costs on all their expenses. They would fire scouts and sell property where they developed players (like their baseball schools in the Domincan Republic). Five years later that superstar and his huge contract is gone, now they want to reinvest in their farm system and scouting. They have to hire new scouts and build new facilities, this isn't something that can be done overnight.

As for limiting total cash, owners and investers would receive a percentage of the profit. In the case of a major surplus I would bet dividends and huge holiday paychecks would go out to the owners and investers.

The limit on cash is nowhere near as important as limiting sporadic spending on expenses.

Ok....I don't like the limit on cash...I think it kills the realism of the game. For a small market, cash is too valuable in trades.

Another thing, which was a pleasant surprise: My team, Pittsburgh, finally won the division title and advanced to the NLCS (i was up 3-1 but lost eventually). the next season, my budget skyrocketed! it went from around 265 to 310! i like this alot how a winning club strongly influences the fans coming to the ballpark.

Your expenses are rationed out during the year, so if it goes up to 100 farm, you're still only spending 1 point every 3 days, as opposed to every 9 days if you're spending 35.

So it does take time for the money to be spent and for it to have an effect on your new recruiting class.

is that right?

Yes I think you are right about the rationing. You can't just all of a sudden spend 100 on your scouting and get accurate reports for a week or so then lower it back to save money. The expenditure are cumulative. If you spent 100 on the farm for 6 motnth and lower it to 10 for the next 6 your system would behave as if you would have spent 55 the entire year.
I found this the hard way when I had my medical spending pretty low and my guys were dropping like flies (nothing big, but stuff of the 5-10 day variety). I increased my spending but it took a while for the nagging injuries to stop.
The cash limit is not a really great idea. On one of my teams I had purposely slashed personnel costs for 2-3 years and built up a decent team full of young guys. I built up around 250-300 in cash and then went out and signed 5 top notch free agents to 5 year contracts despite the fact that I knew I would lose money. I started going to the playoffs on a regular basis. I went down to 80 cash at one point and I would have been bankrupt if not for my stash... My fan base finally increased and I made money again.
