I understand that the system uses the ranking to determine who gets what along with other factors (record and so forth) but how does it do this. Does it take your ranking each week and at the end of the season average the rankings or does it take your cash each week and at the end of the year average the cash put in each week and then create the final rankings?

Your "true" farm/scouting/medical is based on your average rank over the past 162 regular season games.

So youre saying if im 4th, it doesnt matter if im 4th by 1 point or by 40 points?

Exactly, you are correct. So someone spending 300 points to be first would be the same as someone spending 100 points to be first.

I have a followup question to this -
Say I'm in a league where 10 teams spend 100 on farm system 10 spend 80 and 10 spend 0 for the entire season.
Say I want to finish 11th overall for the season. I could obviously set my rate at 81 for the entire season - therefore I would always be 11th.
But could I also set my rate at 100 for half the simulations and at 1 for the other half? By doing this I would be ranked 1st for half the season and 21st for the other half --- and (1+21)/2 = 11. So theoretically I would be 11th this way and only spend 50.5 points as apposed to just setting my level at 81 and spending that many points.

I'm not positive, but I think the totals are averaged throughout the season. So, if you put in 100 points for half the season and 0 points for half the season, you average out to 50. Then the game compares that average to everyone else's season average.

From what I know, it takes your rank at each regular season games and your true rank is made up of your average rank over the last 162 regular season games. So, blazez might be correct - I'm not sure, however.

It is definitely rank, not points spent. So blazez is right, IN THEORY... but that's assuming everyone else kept their spending exactly the same for the whole season. You'd be playing with fire trying such a strategy, because you can never really know how much other people have spent, and you'd never really know what place you were in.
That's why I try to keep things consistent throughout the whole season - that way I can say to myself "I'm 4th in scouting" and read the reports accordingly, instead of saying "I'm somewhere between 6th and 18th in scouting", when I wouldn't know what the heck they meant.
