How do you create a new league?

I signed up for the Silver package and was curious as to how you actually create a new league and be the commissioner of it. Also, when you are the commissioner of a league can you have a team in that league as well? thanks

That feature hasn't been implemented as yet, though those of us with Gold packages are now able to have up to 10 teams.
