If I have a guy that is getting 20 points till 2003 (and its 2002) and I want to release him, I know I have to pay a fee of say 15 points, but is the money for 2002 already spent? so am I really only saving 5 points for next year?

The amount it costs to release him is pro-rated. It is 50% of however much remains on his contract.
In your example of the player who makes 20 points per year on a 2 year contract:
If you never release him, you will pay 40 points in salary (20 points for the first year, 20 points for the second year)
If you release him on April 1 of the first year, you will have to pay 20 points to release him (20+20)/2
If you release him in midseason you will have to pay 15 points to release him (10+20)/2
If you release him on the last day of the first season you will have to pay 10 points to release him (0+20)/2

you pay a player as the season goes, you dont pay him all at once. If you wanna release a player, u only have to pay half of his money that is left on his contract. Let say Paul is earning 20 points to 2003 and it's midseason of 2002, that means there are still 30 points u have to pay him, but if u wanna release, you only have to pay 15 points to release him, which saves you alot of money sometimes.
