Trade offer response

Whenever I try to make an offer to a computer operated team, and that team rejects the offer, when I click on the rejected offer link it takes me to the retract offer screen but... it has no respose from that team so I know what they are looking for or if we are close to a deal or anything. So at this point I cannot even try to counter with a better offer. I am flying blind here.
