I know that I've brought this subject up before, but I ran across some figures so I thought that I'd post them for consideration. The following figures are from Keith Law's Baseball Prospectus column.

According to Mr. Law:
MLB earned about $417 million this year from its national TV contract with Fox.
MLB earned about $250 million this year from its national TV contract with ESPN.
This is approximately $666 million (the evil commissioner Beezlebud must have done the numbers!) that is divided amongst the 30 teams. That works out to $22.2 million per team.
If the idea is to make BBMO as accurate a simulation as possible to real life then I think that national TV contract revenue should be factored in to the revenue streams.
An extra $22 million (however many points) would definitely help the small market teams of the world hold onto some quality talent and compete a little bit better.
