On this scouting business. Do my scouting reports actually show up different from somebody who is spending a bundle on scouting? Like, do the ratings or player description differ depending on your scouting budget?
I have noticed my players ratings changing as the season progress. I am not sure whether the rating reflect what they are capable of doing at the present time or a reflection of what they have already done this season. Any ideas?

The player ratings are subjective -- they are your scouting staff's best guesses as to how good the players are in each ratings category.

The same goes for the scouting description.

The more points you spend on scouts, the better scouts you can hire, and the more accurate their reports will be.

The key is how well your team is ranked. If you have the 1st place scouting ranking, then your scouting reports will be more accurate than anyone else's. But spending 999 points will not make the reports any more accurate than spending 100 points, as long as you are in 1st place.

If another GM looks at the player scouting report, the scorecard he sees will be different, depending on how good his scouts are.

Also remember that your scouting accuracy changes slowly over time. You can't jump to first place, scout everybody, then drop your spending back to last place. It takes many months for changes in spending to take effect.

Finally, the ratings do change month to month, reflecting the changing opinions of your scouts. This also reflects the growth or decline of the players, although that is a much slower process.
