They are 20 million over the actually payroll. If you want to get anywhere near the payroll budget set by the game you have to dismantle the team. Something needs to be done to correct this problem.

I'm sure if you give Clay exact players/numbers that need to be changed, he'll fix it in the next updated of rosters

USAToday finally has the 2005 salary pages up.
They show the Cards as 6th in MLB with a $92 million payroll - but, if you check the page for the Cards -

You'll notice that they have us carrying all of Cedeno and Walker's salaries, when in actual fact, we're only paying $500,000 of Cedeno's $5.5 million, and about $5.5 million out of Walker's $12.67 million.
Thus, instead of $92,106,333, we should be listed at $79,936,333 - which would put us in 11th place, behind the Dodgers and ahead of the Astros.
In the meantime, the Yankees are at $208 million; the Red Sox at $123 million, and the Mets at $101 million, followed by the Angels and Phillies.

I posted a roster file with updated salaries in the Player Databases forum earlier today. However, it's difficult/impossible to have exactly the same payroll in Mogul as teams do in real life, for two reasons.
First, Mogul doesn't allow for back-loaded contracts (although this should probably be added in a future version). And as any Cards fan knows, we've got a gajillion back-loaded contracts. So Pujols might only be making 11M this season, but if you want to accurately represent his entire salary over the next 6 years, you have to pay him almost 15M.
Second, all those minor league contracts add up quickly. $100M for almost every Cardinals player in the entire system isn't that much of a stretch.
If you're still not satisfied, you could always give them their new stadium a year early, which should increase revenue quite a bit.
