Trouble changing expenses

All of my expenses are zeroed out and I can't change them. When I change the values and hit submit they revert back to zero. As a result all of my players are getting injured.

Do you have any cash left? If you have 0 points left you cannot spend on medical farm and scouting. You just have to wait until you are out of debt to do so.

that's it. I had -2. After the next sim i had +4 and could change them again. Thanks.
