Suppose I am in a league that is currently in 2001 and another that is in 2005 and have the same player in both leagues. Will the player always develop the same way so that he will always end up like he is in the 2005 league?

Hi-
The players will never develop exactly the same way. Since player development is based on the simulations against other teams, there are so many factors that determine how a player will develop. Someone could be 100-50 with a 3.22 ERA in one league, while being 47-89 with a 5.43 ERA in another.

OK, I understand that. However, if a guy has a power rating of A+ in 2001 and A- in 2005, when the 2001 league gets to 2005 will he be an A-?

Not necessarily. Scouting, injuries, playing time, and many other factors effect his ratings so there is no way to tell how a player will perform in one league compared to another. They all mature and age differently.
