Question on expense related stuff

From what I understand, improvements in scouting, farm system, etc. are gradual processes, whereby if you're the top spender in scouting for a year, at the end of the year, you'll have the best scouting. Does it work the other way? ie, you have the best, most expensive scouting for two years, then cut off all spending on scouting. Does the scouting deteriorate just as slowly? Also, does scouting affect the type of rookies you get?
