4 teams spend same on scouting? please help

Just wondering, I know it is based on rank as opposed to how much you spend. So how is that handled, that being when four teams are all spending the same on scouting, or farm systems, or medical, or whatever. Do they all get the best? Or what?

They all get the same (highest). So, if four teams spent 175 in scouting, which was the highest in the league, then they all would be ranked #1.

so in theory, if no one spent anything on the farm, scouting or medical, everyone in the league would get great rookies, accurate scouting, and great health? Say One or two teams spend 100, and were ranked first for the first month of the season, then two other teams raised their spending to 100. Does the average over a year thing give the advantage to the first two teams?

But then if I spend 1, and everyone else spends 0, I get all the benefits :)
