How does the payroll budget increase?

I took over the brewers who had the lowest payroll budget in the league at about 28m. in ten years, i've made the playoffs 8 times with them, about 6 times nl champs and 2 world series wins. the payroll budget has only increased by 3 million. i dont get it?

You need to increase your revenues. Have you raised ticket prices as you've gotten better.

Also put them on regular broadcast in the tv options, Raise concessions too. If you're not sure how much to raise your prices check out the other teams settings.
